Competition Rules and Regulations

1. Conditions
SICAF Organizing Committee and Seoul Animation Center are proud to present the SICAF SICAF2011 6th International Digital Cartoon Competition under the courtesy of Seoul Metropolitan Government. Through this Competition, we aim to promote digital cartoon as a new medium for creating and enjoying cartoon and comics, and to discover and support promising digital cartoon, comics producers. We would like to extend a warm invitation to talented, aspiring producers all around the world to submit their art to our competition. If you are interested, please make sure to read this document carefully. Submitting your work will be considered as the applicants have read and accepted all terms and regulations of this Competition.

2. Qualifications
- Your work should present genre of cartoon and comics and it should be viewable using digital techniques.
- You should hold the copyright of your submitted the artworks. Only the original and unpublished works (without any commercially used history) are qualified.
- Works entered in previous SICAF Digital Cartoon Competition cannot be submitted again.

3. Theme and Official Languages
There is no special theme designated by the organizing committee.
The official languages of the competition are Korean and English.

4. Categories
A) Web Cartoons: Web-based cartoon with 4 or less frame counts.
B) Scroll Comics: No limit in number of episodes, but should have one complete narrative structure as a story. Viewable in a web browser (i.e. Version 6.0, Firefox Version 2.0)
*Short Story: Under 5 episodes, but should have one complete narrative structure as a story.
*Long Story: Should have one complete narrative structure as a story.
C) Mobile Comics: No limit in number of episodes, but should have a complete narrative structure as a story. Viewable in mobile device's browsers (i.e. mobile phone, PMP, etc.)
D) Digital Illustration: Illustration made of Computer Graphics (i.e. 2D, 3D, 2D+3D composite works)
E) Creative Story: Synopsis and 10 episodes of Scenario

5. Submission Criteria of Entries

* In the web-cartoons category, additional credits will be given to works which not only emphasize the characteristics of the digital media, such as subject, movements of the background, sounds, etc, but also blends well with the overall works. (Note: sound source should be owned by the applicants, or should not be copyright-protected)

Scroll Comics

- Must be in 650 pixel, no limit in length
-Viewable in a web browser (i.e. Version 6.0, Firefox Version 2.0)

- Under 5 episodes, but should have a complete narrative structure as a story

Mobile Comics

-Each cut must be in 640*960pixel
-Viewable in browsers of mobile devices such as mobile phone, PMP, etc.
-About 30 cuts for one episode
-No limit in number of episodes, but should have a complete narrative structure as a stroy

Digital Illustration

- 1280(height) * 960pixel(width) or 960 (height) * 1280 pixel (width)
- Illustration made of Computer Graphics (i.e. 2D, 3D, 2D+3D composite works)
Creative Story

- Synopsis for all scenarios (A4 Size, MS-Word 10point, no limit in number of pages)
- episodes of scenario(A4 MS-Word 10point, each episode must be 2-3 pages in length
-Should have one complete narrative structure as a story

A) Please enter your work in the appropriate format. You may choose from the following means of implementation: the internet, mobile, or other digital media.
B) If you are submitting something not in either .jpg or .gif format, you must specify the viewer software or tool which can open the file. The specific viewer software should be submitted along with the artworks.
C) If the works are in other than the official languages (English or Korean), English translation should be submitted with the artwork.

6. How to enter your work
A) No registration fee is required
B) You can submit works in more than one category.
C) Entry Deadline: All forms and materials must be submitted no later than April 22th, 2011. Works received after the due date will not be considered for selection.
D) Please make sure to include ALL of the followings:
- Entry Form: One entry form is required for each work. Only completed and signed entry form will be accepted.
- Applicant’s photo or caricature (min.6cm x 8cm, 300dpi or higher)
- 3 digital images representing your work (min.6cm x 8cm, 300dpi or higher)
- Text or dialogue list in official languages (i.e. Korean or English) If the applicant fails to submit your works (in official languages), your non-linguistic parts (artworks, images and drawings) will only be evaluated. Texts and dialogues will not be put into consideration.
- Your original work

E) All materials should be submitted to:

F) Submission
- Modification, which made after the deadline, will not allowed.

7. Preliminaries
-The preliminaries will take place in May of 2011
-The Selection Committee is responsible for the Preliminaries, which selected works will be advanced to the final round of competition.
-Members of the Selection Committee, all of whom must be cartoon and comics professionals, will be appointed by the Chairman of SICAF.
-Members of the Selection committee must NOT be, in any way, involved in the production and/or distribution of applicants’ works. The Committee members will elect their President at the first Committee meeting.
-The selection result will be announced after May 20th, 2011 on the SICAF official web-site (www.sicaf.org) and through the SICAF e-mail newsletter.
-IF you wish to withdraw your submitted work, you should delete your file on official web-site by April 22, 2011. Request for withdrawal after the due date will NOT be accepted.

8. Final decision
- Final decision will take place in June, 2011, and in this round, the International Jury is responsible for deciding the prize-winning works.
- The International Jury members, all of whom must be cartoon & comics professionals, will be appointed by the Chairman of SICAF. The Jury list will be announced no later than July, 2011 on SICAF official website.
- 40% of the Jury will be non-Korean professionals invited from abroad, and no Jury member must be, in any way, involved in the production and/or distribution of applicant’ works in competition.
-The decision of the International Jury will be considered final, and no objections regarding the decisions will be accepted.

10. Winners Benefit
-All prize winners' works will be published on international advertisement DVD (English, French, and Japanese)

11. Disqualifications
A) An entry will not be considered for selection in any of the following:
- Incomplete entry forms and unclearly stated applicants’ information
- Incorrect information on the entry form
- Any violation of copyright
B) Prizes / Prize decisions may be annulled when:
- Any violation of copyright
- Plagiarism or if the Jury and/or Selection committee consider your work as Plagiarism

12. Translation
- The SICAF Organizing Committee will provide Korean translations for works in foreign language, which selected for the final competition. SICAF will bear all expenses for translation only if the SICAF organizing committee receives the complete text of the dialogue and commentary in English. The Korean translation will remain as the property of Competition host organization. Korean translation will be exhibited with the artwork during the festival period.
- Non-English texts should be translated in English by the entrants at their own expense.

13. Winner Invitation
- Prize-winners will be invited to the awarding ceremony and festival. We will cover the below mentioned expenses for Prize winners as follows:

: Festival accreditation
: A board and lodging offer(overseas residents only and one person per selected work)
: The invitation cannot be transferred to any person.

14. Competition Results
- All selected works for the final competition will be exhibited at SICAF exhibition venue. For promotion purposes, they may be presented on all related catalogues and pamphlets published by the SICAF Organizing Committee and on the Internet. Third party rights protection is also guaranteed.
- With the agreement of producers, prize-winning works may be published for a certain period of time on digital media, including main and other pages of portals or cartoon web sites for promotional purposes. They can also be produced in a DVD, as a compilation titled “SICAF Digital Cartoon Competition Winners.”
- After the festival, the SICAF Organizing Committee is granted the right to reproduce prize winning works and selected works for promotion purpose. The SICAF Organizing Committee obtains a non-exclusive right to use the works without any further contract with the applicants.
- For promotional use, applicants may be requested to provide artworks with high-resolution
- Any other proposed usage outside of the Festival promotion will be referred by the SICAF Organizing Committee to the applicants for direct negotiation.

15. Others
- Applicants should hold the license and permission to use the materials and software, which used to create the entering work (i.e. graphic software packages).
- All materials submitted for selection will not be returned.
- All other conditions and regulations, which are not mentioned in this document, will be decided by the SICAF Organizing Committee.
-For promotional use, the applicants may be requested to provide artworks with high-resolution.
-The very fact of entering the SICAF2011 International Digital Cartoon Competition implies that the participant knows and irrevocably accepts all the provisions of these competition conditions.

KEMI 2011


Den nordiska serietävlingen i Kemi 2011 söker nya internetbaserade serier och övriga, mer traditionella serier i tidningsformat (senare: printserier). Tävlingen är öppen för alla nordiska tecknare och manusförfattare, alla som bor i någon av de nordiska länderna. Tävlingsbidrag ska vara på något nordiskt språk: engelska kan användas enbart som effektspråk. Den nordiska serietävlingen 2011 har två kategorier. I kategorin Internetserier är längd, form och ämnesval av bidragen fria. I kategorin Printserier kan bidragen vara antingen noveller med högst 12 sidor eller strippserier med minst 15 strippar. I båda tävlingskategorierna kan bidragen lämnas in i svart/vitt eller i färg. Antalet tävlingsbidragen från en deltagare är också obegränsat. Däremot ska tävlingsbidragen vara opublicerade (gäller även internet) i båda kategorierna. Båda kategorierna har sina särregler som berättas nedan. Möjliga preciseringar kommer att publiceras på webbsidan www.serietavling.net som är Kemi seriecentrums hemsida. I båda kategorierna delas ut prispengar för minst de tre bästa bidragen. Huvudpriset i tävlingen är 2000 €, 2:a priset 1000 € och 3:e priset 500 €. Dessutom utdelas sammanlagt 1400 € till andra intressanta bidrag. Tävlingens jury väljer topptrion bland alla tävlingsbidrag oavsett kategorin.

I bedömningen av internetserier beaktas förutom konstnärlig kvalitet även deras användbarhet. Bidragen och de använda effekterna ska vara sådana att serier går att läsa med vanliga datorer och program som använt ska vara bläddringsbart på nätet. Inga nya program bör vara nödvändiga att installera för läsning av bidragen. Du får använda olika tekniska effekter men bidragen ska fortfarande vara serier och inte t ex animationer. Tävlingsbidragen kan innehålla egna användargränssnitt t ex hyperlänkar som behövs för bläddring. Tävlingsbidragen bör fungera i sitt eget webbläsarfönster utan ett annat innehåll än serien och de möjliga användargränssnitten. Bidragen får inte heller innehålla länkar till andra sidor som inte är väsentliga för serien samt inte innehålla annat material som t ex reklam. De serier som tilldelas pris, hedersomnämnanden och/eller uppmärksammas på något annat sätt publiceras på Kemi seriecentrums hemsida den 13 maj 2011. Kemi seriecentrum förbehåller sig rätten att bearbeta bidragen till lämpligare format om nödvändigt. Om den publicerade serien inte har de delar som behövs för att bläddra serien skapas detta av Kemi seriecentrum. Även de bästa internetbaserade serierna kan väljas till publicering i albumform om detta är tekniskt möjligt. Bidragen måste vara färdigt i ett sådant elektroniskt format att de går att publicera på nätet. Om bidragen har många filer är det önskvärt att dessa lämnas in i zip eller rar-paket. Bidragen ska skickas till Kemi sarjakuvakeskus per e-post senast den 14 mars 2011. Adressen är kilpailu@sarjakuvakilpailu.fi Tävlingsbidragen ska skickas in som bilagor där filerna märkas med pseudonym som deltagaren valt för sig. Numrera också dina bidrag (Pseudonym1.jpg, Pseudonym2.jpg osv). Om du väljer att lämna in bidragen i zip eller rar-paket måste paketfilen vara märkta som ovan. Lämna alla dina uppgifter som namn, adress, telefonnummer samt e-postadress tillsammans med namn på dina bidragen och din pseudonym. Märk sändelsen med ”Kilpailu 2011”.

Också i kategorin printserier är ämnesvalet fritt. Bidragen kan vara novellserier med högst 12 sidor eller strippserier med minst 15 stycken. Tävlingsbidragen ska märkas med din pseudonym och vara poststämplade senast 13 mars 2011. Bidragen ska skickas till adressen Outi Hyvönen /Sarjakuvakeskus Lasten kulttuurikeskus Sarjis Kauppakatu 27 94100 Kemi Finland Eller du kan även skicka bidragen i elektroniskt format per e-post till adressen kilpailu@sarjakuvakilpailu.fi. Sändelsen ska märkas med “Printserier 2011”.

Bifoga ditt bidrag i pappersversion ett separat kuvert med namn, adress och telefonnummer och e-mail. Märk kuvertet med din pseudonym och namnen på dina bidrag. Skicka inte originalteckningar utan mycket bra kopior för tävlingen kan inte åta sig att returnera originalen. Om finansiering går att lösa kommer Kemi seriecentrum att ge ut ett seriealbum med de bidragen som får pris eller är på något annat sätt intressanta.
